Preface to “Requiem for Canada”

NB: This is the “Preface” to my 1985 book “Requiem for Canada”, abbreviated for space.  It manifests the “Democratic Deficit”  Trudeau fostered and Brian Mulroney exploited to bring Canada into the predicament we are now (2025).

“The Macdonald Royal Commission on the Economic Union and Development Prospects for Canada [the “Commission”] was appointed by Trudeau, outlived Turner and reported to Mulroney.  The commission recommends free trade with the USA, which coincides with the hidden objective of Mulroney.

Free trade is the modern Trojan Horse, devised to deliver American hegemony over Canada. Should it be allowed to traverse the border, it will be instrumental in transforming Canada into the Ukraine of the USA.  
   
Since the 1970s, the USA have legislation directing the President to negotiate “free trade” with Canada.  Whether they have awaited things passively or whether, true to their nature, they worked behind the scene to make things happen, is hard to say. Certain is that up to the present, the universe has unfolded as they wished.

Free trade is the last phase in the piecemeal sellout of the Canadian economy which has been going on for some time now.  There is an urgency, it seems, to conclude this sellout. I t may be that they aim to create a fait accompli before the momentum toward Canadian economic independence (Petro Canada, magazine publishing industry, broadcasting, FIRA, the Peace initiative, the Constitution, etc) solidifies into a Canadian national ideal.
   
The Ukrainization of Canada, if allowed to proceed, would, of course, cancel all the gains made. And it will have a wide spectrum of other ramifications, some of them extending beyond our borders to be felt by the entire world.  They will range from aspects of global trade [Globalization], to disturbing the precarious balance of nuclear terror.  In the words of Lester Pearson, the world without an independent Canada will be that much poorer.

It is difficult to disperse doubts on the sincerity of the prime movers of free trade.  The  commission Report is rife with transparent sophistry, its occurrence being way beyond the bounds of inadvertent error reasonable people may forgive to a royal commission.

When they [the Commission] suggest, as this does, that following the appending of Canada to the USA that free trade implies, we should dispatch our diplomats to fool the world, to convince mankind that perceiving Canada in the custody of the USA is merely a mirage”, certainly the Commission is non-credible.  When a Commission claims that our Canadian identity will be defended against the American onslaught by our “distinctly Canadian restaurants”, one is justified to doubt not only its motives but its collective intelligence as well.

       
The Mulroney government has taken the free trade "initiative" to the USA, without  explaining it to Canadians, without even allowing minimal exposure and debate of this super-important matter. [In effect they suppresed Democracy for it would have foiled the treason they were committing]. On the contrary, the government endeavoured to stifle debate, so as to take advantage of the public ignorace to push free trade through. That this ignorance was induced is manifested by the leaked "strategy paper" devised by the Prime Minister's Office to guide the government to deceive the nation. Evidently, the Mulroney government is aware that the people would  crush it if understood “free trade”.

It appears that the campaign of deception is well organized, so much so, that presently the attention of the nation has been cleverly diverted into worrying about the "cultural industries".  This leaves the wide and grave issues of free trade out of sight and allows the government to proceed, virtually undetected, with its hidden designs.

This induced public preoccupation with the "cultural industries" will allow Americans to take Canada in exchange for a few meaningless “safeguards” for our cultural industries to be written into the free trade accord.  Mulroney will point with pride to these to assure us that everything went well.  He will claim "victory" and demand our admiration and gratitude for his successful negotiation of the "safeguards", while the trade agreement will be, in effect, Canada's surrender document.

Needless to say that, once the fate of Canada has been sealed, "loopholes", clever interpretations and renegotiations resulting in amendments, will quickly take care of all the "cultural safeguards" written in the accords.  The Ukraine of the USA will not escape the American preoccupation with  Americanizing everything.

This book is a critical analysis, necessarily brief, of the  commission Report. Since the  Commission Report dovetails with the Mulroney government's free trade initiative, they have become inseparable.  The writer's approach is that when a royal commission and the government adopt the means and the manner that they have pursuing free trade, there are obvious inferences to be made.  If free trade could be shown to be an option for Canada, they would proceed in a reasonable and open manner.

Strong words?  Not at all, when contrasted to "leaders" attempting to deceive the nation by such practices as comparing the EFTA - EC association of Sweden with Italy to the proposed union between Canada and the USA, a union best exemplified by the Ukraine and the USSR.”

PS 2025:   The Commission cost us some $21M in 1980's Dollars which translates to more than $80M in 2025 Dollars.  My book, Requiem for Canada, was $15.
